PNAIC in Rio de Janeiro: three institutional arrangements of implementation

ABSTRACT The article works with the literature on public policies in study of implementation National Pact for Literacy at Right Age (PNAIC, Portuguese) state Rio de Janeiro. analysis highlights collaboration between State Secretariat Education and municipalities Janeiro partnership Federal University (UFRJ) Union Municipal Leaders (UNDIME), which shared coordination throughout its term state. Among main findings, it is possible to point creation specific departments, municipal secretariats, take care literacy policies, inclusion professors students from normal schools Pedagogy degree program UFRJ training initiatives a greater motivation higher, graduate, postgraduate courses.
